HAARP (Ionospheric Heaters) stop storm clouds that are ALREADY producing rain by: 1) pinpoint, megawatt, microwave beam is aimed about 37 miles directly OVER a rainstorm. This heats a small area in the ionosphere, from freezing, to thousands of degrees, in a few seconds. This expands a huge volume of gas (PV=nRT at very low pressure). The radio beam is moved to "chase" the expanding gas, all the way down, into the upper troposphere, where it produces high pressure in the jetstream. This high pressure stops storm clouds from rising, stopping rain, steering Hurricanes, etc.
